2008 Scion tC daytime running lights

I just replaced my high beams and low beams with LED Headlights. I noticed the daytime running lamps which I didn't touch do not come on. I thought they were supposed to come on when your lights are turned off? I checked the 15A fuse with a fuse tester and it checked out (although it's labeled fog). Hard to believe both bulbs are fried, but it's possible.

Or is there some other way to turn these on or maybe I need to swap these out with leds too? I have a multi meter, so I'll try that next, but they looked like a pain to take out.

Just an update, I used Amazon.com to replace DRL and map lights. I had to remove battery to get to DRL on that side. It takes a lot of pressure to twist them out. Be careful with the map lights, don't twist them as arrow indicates. IT will pop inside the assembly and you'll have to remove it like I did. I'm going to see what other lights I can replace with LEDs.

Also, the DRL's come on with first click of light switch and are on with low beams and high beams. Hope to check it out in the dark.
