Usually it doesn't matter, but it might be easier on the dogs if the gear and the synchro hub outer ring are not exactly aligned.

No, I only leave it in gear on hills as a secondary restraint. The parking brake is sufficient for most parking situations. No, it doesn't hurt the car to start it in neutral. I've been doing it for decades that way.
