It does enhance the cooling system's ability to transfer heat through well known physics.

Higher pressure means less localized boiling and smaller steam bubbles when localized boiling occurs. More surface covered with liquid means better heat transfer, and therefore better cooling. Higher pressure in water based cooling systems is good and enhances the cooling system's ability to shed heat.
