It kind is both.
If you look around the seal, you will see indentations which drain the water away. I won't swear that it is perfect, but I have yet to have a problem.
During an ice storm last year, it looked like the poor car was almost in a block of ice. I consider that to be the worse case scenario as ice builds in the indentations I mentioned above. As the water expands when it freezes, I was afraid it would lift the roof just enough to let some water in. But that did not happen, so I consider the design to be worth while.
