I was at a Chamber of Commerce meeting last month and they mentioned that there is an Assembly Bill in the works to make the information available to the registered owner allowing us to get a replacement key from a Locksmith or other means. Here is a lengthy read but does show that it is in progress. Dont know if this is just for California.
