We've been told these have not ( cannot?) pass CARB. Has anyone seen one with a CARB sticker on it or does anyone know why they can't seem to get approved?

I think the real problem is the activated charcoal filter in the OEM airbox. It is part of the evaporative emissions control system, and nobody can build an intake with it in place and guarantee it will do the same thing the OEM piece does.
CARB bases all their evaluations on meeting the original specification that passed a brutal battery of tests (including one called the SHED test, where the seal the car in an enclosed area and measure the HC emissions over a period of a few days) required for initial certification to California specs. If the aftermarket piece doesn't have all the same features as the OEM device, they're instantly going to reject it.
Since the carbon filter is integral to the evap control, and since no one wants to pay to have the car SHED tested again without it (if I remember right, it costs about $250k for that test alone), it has to be present for CARB to approve the mod.
So, IMHO, that's the real problem with all these intake related mods and receiving a CARB E.O. number. It's just plain too expensive to prove the car will meet EVAP emissions without the carbon filter in place, and ALL the intake mods (including turbos and superchargers) expect to remove the carbon filter when the OEM airbox goes to the dumpster.
There is nothing wrong with any of the intakes AFA performance and reliability, so I wouldn't sweat that at all. It's just another nit-picking, screwed up, California has to be different, PITA. Nothing for you or your 49 State customers to be worried about.[/b]
