Fuel Pressure

Bought a 2006 tC for kid to drive. Occassionally, it is hard to start and seems to always crank a bit longer than I think it should. I finally got enough adapters and hooked up a pressure gauge to the fuel rail. Pressure starts off at zero and climbs to about 45 psi while cranking.

Turning the key to "on" position prior to cranking does not cause the pressure to go up. Is this normal?
