What if you arent from Cali. Kind of like if i had NY plates and i had all that stuff done to my car can they still impound my car since it isnt illegal in NY to have stuff like that done to your car? The law is once you enter a state, you are bound by ALL of their laws. That includes emissions laws... now whether or not a officer will do anything to someone out-of-state is beyond me, so you are better off erring on the side of caution there.

Plus, if you stayed on base you'd be fine since California law doesn't hold there. Then again, I'd never break a law (moving violation or any other) on federal property... generally speaking the punishment is more harsh and the patrolling more strict.
