i'm wondering if 235/40/17 will fit on a 17x7.5 wheel. if so, what would the offset on the wheel need to be.

if it doesn't fit, what is the widest, yet safe, tire width for that size wheel?

225 is the widest you can safely run on a 7.5" wide wheel. You should be fine with a +35 or higher offset with that combo.
